Jessica Shelton, AICP (she/her/hers) is an American Planning Association-certified urban planner and staunch advocate for equitable neighborhood development and preservation. She utilizes the power of geographic information systems (GIS) to both examine neighborhood conditions and generate data-driven, equitable redevelopment solutions.
Jessica currently operates M+P Advocates a geospatial mapping and urban planning consultancy based in Tulsa, OK. Since 2018, M+P has provided services critical to grassroots neighborhood revitalization efforts, including Housing Condition Assessment reports for 7,000+ existing single-family homes and technical land development support for hundreds of new multifamily units. In addition, Jessica co-founded and provides ongoing support for Tulsa Public Schools and ImpactTulsa’s Child Equity Index (CEI), which is a statistical model that relies on the geoprocessing of student data for guiding real-time neighborhood development and policy decisions.
Aside from her consultancy work, Jessica also serves as the lead GIS cartographer on Mapping Greenwood, an initiative managed by the Greenwood Cultural Center that is providing public access to historical land ownership records in response to the aftermath of the Greenwood Massacre.
Jessica holds an M.S. in Architectural Urban Studies from the University of Oklahoma and a Bachelor of Architecture with Minor in Geography from Oklahoma State University. She is a past Caudill Fellow, City of Tulsa Board of Adjustment member, OK American Planning Association board member, and past OSU Entrepreneur of the Year for her work in co-authoring new technology patents.
Jessica is an Oklahoma native. In her free time, she enjoys hiking and exploring the American Southwest.
